Tommy is a 16 year old Freshman at an urban charter high school

Tommy is a 16 year old Freshman at an urban charter high school.  Tommy has been failing some of his classes and his attendance is poor.  When Tommy does come to school he is often out of dress code (the school has a uniform policy).  He is oppositional with staff at times and sleeps a lot.  Tommy doesn't seem to have many friends and is often seen eating by himself in the school cafeteria.

One of Tommy's teachers has heard from other students that Tommy has been starting to run the streets and recently got picked up by Police for stealing a bike.  On one occasion the school social worker received "Welfare Check" paperwork from the Department of Children and Families (DCF). 

When the school social worker or Tommy's teachers try to speak to him he responds, "Stop pretending to care. I'm fine."  Then he usually just walks away.   A few teachers have begun to refer to Tommy as "troubled" and "depressed."
